    • a self-certification process and cards (likely, the first time you get told what the process is, and then pick up the card at the first access)
    • the OSP for covid19 risk and exposure reduction by EH&S - it is nearly there, Ed is our contact.
    • a MEDCON5 list for access - see below for more.

Note that disinfectants and cleaning supplies for general areas (like for us the Counting Houses) will be there (I am told).

When operations are resumed, no work will be started without certain prerequisites, some of those you will find in the OSP for covid19. More we can discuss later.

Some important points to consider are:

   we will only come back in phases. Essential work is preparation for CEBAF/experiment operations, needed planning work for the scheduled accelerator down, whatever we get judged on by DOE/SC (see one appendix, don't laugh), and work related to quality assurance of procurements, etc. No default work operations, so we have to think about what work/projects qualify and what not.
   My personal guess is the 200 they mention is about the 300 people we had on site when in MEDCON5 before, but that 300 includes some 60 contractors and some 40 essential users for their equipment and shifts.
   Even those 200 are likely not to all come on one day, assume a two-week period and think who has to come first.
   Very likely, hardly any work can be done the first two weeks anyways, as a lot will be planning for how to do the work and document that under the safe distancing and OSP regulations. Plan what you can now!
   If someone can come back for work, even if only for one hour, they will lose the right to use PHE, so that puts a wrinkle on naming also people who are on call essential staff if they CAN NOT work productively remotely. This rule we can not change, it is a government rule related to PHE usage. Be careful here.
   We need to think about a list of essential users also, under the essential work definition above. As before, I assume that in the end whomever is on shift will also automatically be folded in, but that is still quite some weeks ahead of us.
   Walt, please dust off the old lists and work with the Hall and Group Leaders to get a fresh essential personnel list (staff and users). Maybe start with the old one.

I am sure I forget quite a bit, but first order: 1) we need an updated list of essential personnel, staff and users. Walt can collect info as before. 2) the Hall/Group Leaders should also give guidance on a grouping of those people. Who has to come in at day-one, who later that week, who in the beginning of the second week, who at the end of that week. Maybe 3-4 groupings? 3) many of our staff will still telework as before, and some technical and administrative staff may be better off not coming in yet as they lose the right to use PHE afterwards. 4) plan whatever you can for initial work activities, maybe make a listing of what kind of work needs to happen when we come back, and revisit/document procedures already.

    • Update documentation you are responsible for and are able to do from home
    • Familiarize with Bluejeans and attend meetings as required
    • Check Web EDM (CSS) screens periodically (daily)
    • Check HDLOG daily and respond as needed.
    • All must be available during working hours
    • If you are going out of town, notify supervisor and charge vacation
    • If you are sick, charge sick time
    • Charge HDOPS for the actual time spent on above activities
    • Charge Public Health Emergency for the remainder of hours up to 8 per day and 40 per week max.
