Fixed-Array Counter Position and Energy

The list of counter position & energy has been moved from Specification for broad-band tagging hodoscope. The corrected positions and energy ranges reflect D. Sober's analysis based on B. Crahen's drawings of counter positions on the mounting plates and the Fall-2016 Hall Survey.
(Counters 205-217 corrected for actual counter size as of 09-Mar-2016)
