HV distribution

 - Distribution panels positioned in 4 quadrants of the FCAL dark box. 9 Radial cables connected to each quadrant. 
 - Use 9x4 = 36 CAEN A7030N modules (add 2 modules, the same layout of patch panels and symmetric distribution of HV cables over chains in dark room)
